Periheries are neither as anonymous nor as dysfunctional as presumed. Nor are they really "new": sometimes they need refurbishing as much as city centers do. Nevertheless, the strategies used in the outskirts differ from those that are used in city centers, less hesitant to take aggressive action in improving the type or the energy performance of buildings.
